Chelsea Fined £10m Over £47m Secret Transfer Payments

Premier League giants Chelsea FC have been handed a record £10 million fine and a suspended transfer ban after admitting to making £47 million in undisclosed payments linked to player transfers between 2011 and 2018.
The sanctions follow an investigation by the Premier League into financial breaches that occurred during the ownership of former club owner Roman Abramovich. According to the league, the payments were made to unregistered agents, players, and third parties connected to several transfers, but were not officially declared as required by league rules.
Record Fine and Transfer Restrictions
As part of the settlement, Chelsea received:
•A £10 million fine, the largest ever issued by the Premier League
•A one-year transfer ban, suspended for two years
•A nine-month academy transfer ban, effective immediately
•A £750,000 fine related to youth player registration breaches
Because the transfer ban is suspended, the club can continue signing players unless further rule violations occur during the two-year suspension period.
The academy ban prevents the club from registering academy players who were previously part of another English academy system within the past 18 months.
Transfers Linked to the Payments
The investigation linked undisclosed payments to several high-profile transfers involving players including:

•Willian
•Ramires
•David Luiz
•André Schürrle
•Nemanja Matić
Officials clarified that there is no suggestion any of the players were involved in wrongdoing.
The payments were reportedly made through third-party companies associated with the club’s previous ownership and were intended to facilitate transfer negotiations and agreements.
Why Chelsea Avoided a Points Deduction
Despite the seriousness of the breaches, Chelsea avoided harsher sporting sanctions such as a points deduction.
This is largely because the club’s current ownership group, led by Todd Boehly, voluntarily reported the historical breaches after acquiring the club in 2022 and cooperated fully with investigators throughout the process.
League officials also determined that even if the payments had been declared properly at the time, the club would not have breached financial sustainability rules during those seasons.
Previous Financial Investigation
This is not the first time Chelsea has faced financial scrutiny. In 2023, the club was fined by UEFA for submitting incomplete financial information covering the period between 2012 and 2019.
In addition, a separate disciplinary process by The Football Association regarding alleged payments to unregistered agents is still ongoing.
Trophy-Winning Era
The period under investigation coincided with one of the most successful spells in the club’s history. Between 2011 and 2018, Chelsea won multiple major trophies including two Premier League titles, two FA Cups, the UEFA Champions League, the Europa League and the League Cup.
While the investigation examined financial conduct behind the scenes, authorities have emphasized that the players and managers involved in those achievements are not accused of any wrongdoing.
